This is on a void superflat world. I have used /fillbiome to set a 256x256 area to deep_cold_ocean, and in that area I have stone from bedrock to y=39, and water from y=40 to y=64. Despite this large volume of water in a deep cold ocean, I cannot place an ocean monument.
