They cannot reach the target if the target and they are in a 1-high block of water.

The drowned simply freezes, trying to swim to the target, but not moving...

Steps to Reproduce:

  1 -> Spawn multiple drowned adults in a shallow spot
  2 -> Switch to survival mode

Observed Results:

It seems to have something to do with the collision box, drowned babies manage to swim to the target even with the water at that height

Expected Results:

The adult drowned reaches the target and applies its damage{}

Notes:
The problem only occurs when there is a target and the drowned tries to swim, he also cannot climb blocks if he is 2 levels below, but without targets, he walks normally through water, at any depth.
