Summary:
Note blocks which have a mob as an intrument don't make particles when played.

Steps to reproduce:

1. Place the note block.
2. Place the mob head on top.
3. Play a sound with a note block.

Observed results:
The note block does not play make particles.

Expected results:
The note block make particles.
