Height limit warning message is shown when right-clicking the top of a block at the build height limit with a bucket

      The Bug:

      Minecraft will show the message ( Height limit for building is 319 ) when right-clicking with a bucket at the build height limit, even though this action does nothing.

      Step to Reproduce:

      1. Place any block at the build height limit ( 319 ).
      2. Right-click at the top of the block with a bucket.
      3. Minecraft will show "Height limit for building is 319".

      Expected Behavior:

      The bucket is empty, so we are not placing block, but game still shows the message.

      For example, if the block is powder snow, the game shouldn't show the message because we are picking it up, but not placing it.
