ActiveEffects data not working properly

      When I give myself or any other players/entities an effect, specifically the luck effect in this case, and I attempt to run the command " /execute as @e[nbt={ActiveEffects:[

      {Id:26b}

      ]}] run say hi ", nothing happens. However, when I run the command " /execute as @e[nbt={ActiveEffects:[{}]}] run say hi ", it will return "hi" in chat from every entity with any effect. I'm trying to use the luck effect as a filter of sorts with my datapack, and this is making it very difficult.
