Place structure replace some block that they shouldnt replace

What I expected to happen was...:
Its place normaly

What actually happened was...:
when i place village then some path block replaced some stairs and plant

Steps to Reproduce:
1. use place command to place a village
2. place it in a place that have a lot of vegetation(sunflower field is da best)
3. watch it replace the grass or upper part of sunflower make the path look rough
