Set up a scoreboard to listen for a block mined event. The one used was:
      /scoreboard objectives add break_hopper minecraft.mined:minecraft.hopper

Then try to break a hopper using any tool that isn't a pickaxe, for the sake of testing, I used the player's fist.

Once the hopper is broken, you'll notice that the scoreboard objective hasn't updated to +1.

If you also check the in game statistics for blocks broken, you'll notice that it also hasn't updated to +1.

Any block that requires a tool will probably have the same effect. So all stone types for example should work the same way.
