The bug

The game allows for the snowAccumulationHeight game rule to be set to 9 or higher values. However, snow will not actually accumulate to nine layers or higher in such cases.

How to reproduce

1. Set snowAccumulationHeight to 9 or higher
2. Make it snow
3. Note the thickest layer of snow before it stops piling up

Expected results

Snow would stack up to nine or more layers when it snows.

Actual results

It doesn't go past eight

How to fix

Either snow should be allowed to exceed eight layers via snowing, or the gamerule should be restricted from being set to a value beyond eight.
