Very simple process to replicate. Be on a ladder. Try and instamine something.

The video linked below shows a test with an efficiency v netherite pickaxe, which should instamine netherrack, slowing down to a 6gt break time, with the only noticeable difference between the two break times being that the slower one was performed on a ladder.

(Video was taken in modded 1.19 fabric server and unofficial launcher with client side mods but have made successful replications in singleplayer vanilla)
