The Bug:

Axolotls commonly hesitate when avoiding danger and occasionally start pathfinding in dangerous directions.

While testing to see if MC-226184 was fixed, I stumbled across this issue.

Steps to Reproduce:

• Build the setup as shown in the provided attachment. setup.png
• Summon an axolotl on top of the diamond block.
• Observe its behavior closely as it pathfinds to the water, and take note if it hesitates at any point, or starts pathfinding elsewhere.
• Take note as to whether or not axolotls commonly hesitate when avoiding danger and occasionally start pathfinding in dangerous directions.

Observed Behavior:

Axolotls commonly hesitate when avoiding danger and occasionally start pathfinding in dangerous directions.

Expected Behavior:

Axolotls would not hesitate when avoiding danger and pathfind in a smooth fashion to their desired location.
