Non Flammable Wood Item tag contains 1.20 content even when disabled

      The item tag `minecraft:non_flammable_wood` contains the Warped Hanging Sign and Crimson Hanging Sign items even without the 1.20 data pack being enabled. This is inconsistent with other tags that include 1.20 content, which only do so when the datapack is enabled.
