      The Bug:

      The surface of water utilizes the light levels of certain non-full blocks located above them.

      Steps to Reproduce:

      1. Create a box with some water inside that has a row of non-full blocks along the edge of the ceiling by using the following commands provided below.
        /fill ~-3 ~-1 ~-3 ~3 ~3 ~3 minecraft:polished_andesite hollow
        /fill ~2 ~2 ~2 ~-2 ~2 ~2 minecraft:quartz_stairs
        /fill ~-2 ~ ~-2 ~2 ~1 ~2 minecraft:water
        /fill ~2 ~3 ~2 ~-2 ~3 ~2 minecraft:air
      2. Look at the light levels of the surface of the water that's underneath the stair blocks.
      3. Take note as to whether or not the surface of water utilizes the light levels of certain non-full blocks located above them.

      Observed Behavior:

      The surface of water utilizes the light levels of certain non-full blocks located above them.

      Expected Behavior:

      The surface of water would not utilize the light levels of certain non-full blocks located above them.
