Minecart loots when broken even when doMobLoots and doTileDrops are set to "False"

What I expected was the minecart to destroy without looting

What actually happened was it looted

Steps to reproduce : Go to survival mode, set doMobLoots and doTileDrops to "false", break the minecart

MC-6594 Non-living entities (boats, minecarts, fallingsand, item frames, paintings) drop items even if doTileDrops is set to false
