Have tested under various scenarios spawning numerous frogs and waiting 5 min on each

Control 1 frogs on land will jump onto lily pads

Control 2 frogs in water will walk onto solid blocks, 6 total in the 5 min but mostly swam around the perimeter

Test 1 frogs in a small body of water will not walk onto lily pads, instead opting to swim around the perimeter. 

Test 2 frogs in water world would not walk onto lily pads, occasionally got stuck on the edge but never went on top. Swimming movement was random as compared to test 1 and control 2
