All types of flowers can be used to breed to breed bees, including Wither Roses. I think this should be removed as With Roses are damaging, but it seems to be used perfectly fine when breeding bees. I suggest that bees can still be given wither roses, but they cannot be used to breed and rather give the Wither status effect.
