When you mine Ender Dragon, Creeper, Skeleton, and Wither Skeleton heads from directly overhead, they do not display the breaking texture. When you mine them from the side, they do display the breaking texture. This does not happen with zombie and player heads. This happens no matter if it is on a wall or the floor, nor what you break it with.
