I have been playing for a long time and its just hit me that mining stone stairs and slabs don't result in cobbled variants, even though mining stone itself does turn to cobblestone. I think smooth stone blocks not turning to cobble makes sense, but when you smelt cobblestone into stone, and it still turns into cobble when mined, stone stairs and the like should also turn into cobblestone.
