Fortune doesn't affect clay

      I couldn't select 1.19.1 as affected.

      Clay will always drop 4 clay balls (unaffected by Fortune).

      The bug

      Clay always drops 4 clay balls regardless of Fortune.

      Observed Results

      Clay will drop 4 clay balls with Fortune III.

      Expected Results

      Clay will drop 7 clay balls with Fortune III.

      Steps to reproduce

      1. Find a clay disk
      2. Mine some clay with Fortune 255. /give @s diamond_shovel{ "Enchantments" :[ { "id" : "fortune", "lvl" : 255s} ] }
      3. Notice the clay will only drop 4 clay balls.
