When you have job blocks set up for use by employed villagers, there is a chance that an unemployed villager will use the same job block as the employed villager. When you destroy the job block, the second villager will go back to being an unemployed villager, however, it makes having a villager trading farm set up extremely irritating.
(example scenario: An already employed cleric can be using its job block, and an unemployed villager will use that same job block, making two clerics attached to the same brewing stand. If the brewing stand is destroyed, the previously unemployed villager will go back to unemployment, however, it may latch on to another job block already in use, repeating the cycle.)
