I have been trying to get a pillager patrol to spawn in my Superflat world created in 1.19. I have replicated all of the spawning conditions: 8 block light, 24-48 blocks away from the player, not within 200+ blocks of any villager, bed, or workstation in any direction. doPillagerSpawning is enabled, and the biome is plains. 

I have been afk for 21 hours, and not a single pillager patrol seems to have spawned. According to the spawn rates of 20% chance every 10-11 minutes, I should have had a 99.999999% chance of a pillager spawning at some point. Can anyone help me with this?
