horse slows down when running up stairs

      I placed stairs on my nether highway thinking it would make traveling by horse across it faster but I noticed that it would glitch back and slow down.  It would seem to stop for a fraction of a second and than keep moving.  It could be server lag but I don't think it is because it worked fine without the stairs.
