Range of errors:water-majority or ice-majority biome, such as Ocean and Rivers.

I am a Minecraft uploader. One year ago,I want to upload a video about Ocean Survival Challenge. So,I created a Single Biome world.

      I expect to happen:

I spawn on the sea.The situation like this photo(This photo shot on release 1.17.1) :

Nearly all of world is full of water.

      Actually happened:

I spawned on the big land, and I could not see oceans!!!

The situation liked this photo:(Shot on 21w37a)

The structures that should have appeared on ocean appeared on land and the structures that should have appeared on land did not appear!!!

Even though sometimes the ocean get generated, the world still has big land!

Today I play game and created a Single Biome world, but it happened again!

The situation liked this:(Shot on 1.19.1-pre4)

Even though I can created world in 1.17.1 and change version to the latest version,it is so inconvenient. I believe a lot of players and my fans also have this problem.

So,Games developers,I hope you can strive as much as possible to solve this problem. It is not only for me,also for all of Minecraft players.
