The Bug:

The screen is sometimes flashed with the "Loading terrain..." screen after proceeding with the chat preview warning when all nearby chunks are loaded.

When clicking on the "Proceed" button within the chat preview warning menu, the "Loading terrain..." screen commonly appears. The duration that this screen is present is dependent on how much of the environment is loaded around you. For example, as soon as you enter the world, if you were to proceed with the warning, the "Loading terrain..." screen would be visible for around three seconds, as nearby chunks are still be loaded. While this is fine, when all nearby chunks are loaded, the "Loading terrain..." screen redundantly appears momentarily, causing the screen to flash which may disorient those who suffer from photosensitive epilepsy.

Steps to Reproduce:

• Start a server that has the "previews-chat" server property set to "true".
• Join the server and remain on the chat preview warning menu once all nearby chunks have been loaded.
• Click on the "Proceed" button and watch your screen closely.
• Take note as to whether or not the screen is sometimes flashed with the "Loading terrain..." screen after proceeding with the chat preview warning when all nearby chunks are loaded.

Observed Behavior:

The screen is sometimes flashed with the "Loading terrain..." screen.

Expected Behavior:

The "Loading terrain..." screen would not appear as all nearby chunks are loaded, thus not causing any flashing.
