The Bug:

Players can only be reported using the reporting system if they're present within the world.

As a result of this issue, if a player were to, for example, promote/talk about pornography and then leave the world, other players would not be able to report them using the reporting system. This means that players can violate the Community Guidelines or the Xbox Community Standards and avoid punishment, by quickly leaving the world after sending their messages.

Steps to Reproduce:

• Join a multiplayer server or a LAN world.
• Have another player type some messages in the chat and leave the world.
• Attempt to report that player's messages by navigating to the social interactions menu.
• Take note of how there's no way to report this player. 

Observed Behavior:

Players can only be reported using the reporting system if they're present within the world.

Expected Behavior:

Players would be able to be reported using the reporting system even if they aren't present within the world.
