What I expected to happen was...:
Sculk sensor blocks to generate only exposed to air blocks

What actually happened was...:
Sculk sensors occasionally generating under sculk blocks unexposed to air.

Steps to Reproduce:
1. Find a deep dark or ancient city biome.
2. Go into spectator mode and occasionally you will see sculk sensors generate unexposed (often happens with structures in the deep dark).
