Buried Treasure Maps found are blank and turn into normal treasure maps

What I expected to happen was...:

the treasure map would already be a map that I could use to find treasure

What actually happened was...:
the map was blank and right clicking turned it into a normal map

Steps to Reproduce:
1. find treasure map in ship
2. right click treasure map
