It is unable to see any particle effect of breaking blocks under water when the vision is on the water.  

What I expected to happen was...:
I think it is expected to see the particle effect when breaking blocks anywhere.Also,it is visible in Minecraft 1.12.2 under the same condition.

What actually happened was...:
However,it is unable to see any particle effect of breaking blocks under water when the vision is on the water in 1.18.2 or 22w16b.

Steps to Reproduce:
1.Create a random world.

2.Make sure that the vision is on the water.

3.Break random blocks under the water,then you can find the bug.
