/locate command coordinates teleports underground in the right place

      When I run /locate <some structure> and teleport to the coordinates given it will teleport me underground and in the right place

      How to reproduce

      1. Create a new world with cheats ON
      2. Do /locate <some structure>
      3. Teleport to the coordinates displayed. If not working, try using a different seed

      Expected results

      It will not teleport me underground
