Allays leashed to a fence do not move at all. They only turn around but they don't fly or collect items.

Expected behaviour:
Leashed allays to a fence should be able to move just like all other leashed mobs.
Actual behaviour:
Allay gets frozen in place and even refuses to pathfind to items.
