Smelting will only progress on smeltable items if there is at least one additional fuel item in the bottom slot of the furnace. Progress will immediately reset upon removing the fuel item, even if the furnace is still "on" due to not having used up the rest of the previously-consumed fuel item.
This issue was not present in 22w11a or the 1.19 Experimental Snapshot.
