chatScale option defaults to 0.0 instead of 1.0, causing chat to disappear

      When starting a fresh game, the in-game chat is disappeared due to a wrong auto-generated options.txt, you can see this comparision between 22w11a's and 22w12a's below (this issue is caused by the default value of "chatScale" is changed from 1.0 to 0.0):
