      Fortress mobs spawn outside of the fortress

      Reproduce

      • Go to the nether
      • Do /locate minecraft:fortress
      • Search for Wither Skeletons

      Observed Result

      A few wither skeletons spawned outside of the fortress

      Expected Result

      The wither skeleton would spawn in the structure
