World border texture jumps back and forth between two positions as the player's y level changes

      This bug already exists as MC-55206. It was present in the game since the introduction of the world border in 2014 and was apparently fixed in 2018, but it has since returned. I submitted a video in the bug's comments last month showing the bug's return, though it is still marked as "resolved" and I am unsure how to reopen it.

       

      Tested & Confirmed in Versions: 1.18.1, 22w03a, 22w06a

      Description: The world border texture jumps back and forth by 8 pixels depending on the player's height in the world. This bug is hidden normally because the vanilla world border texture (a 16px*16px image) is actually a 2x2 tiling of the same 8px*8px texture, which hides the glitched effect. Using a resource pack with a custom forcefield.png that takes advantage of the entire 16px*16px quickly reveals the true nature of the bug.

      Steps to Reproduce:

      1. Download the World Border Debug.zip resource pack and enable it.
      2. Approach a world border in a world.
      3. Ascend and descend (change your Y level). You will see the world border texture jump back and forth.
