Inactive powered rail used as a stop doesn't allow cart to proceed after pressing "W"

      My grandson and I have been working on a map since 2018 (v. 1.12) and have updated the map with every new version.. It is now saved in v. 1.18

      We've been creating minecart stops like this: rail+(un)powered rail+rail (N>S) on a 3 block stone+oak plank+stone (E>W) configuration .. When I get to a stop I jump off and jump back on and press "W" to proceed down the track.. That doesn't work any more

      Also, I have multiple carts sitting on un-powered rails heading in other directions at these stops.. When I make a stop in front of them I used to be able to jump on the new minecart, press "W" and proceed in the new direction.. Now the new minecart won't even move off the inactive powered rail

      We've got literally MILES of track we've laid where the "stops" no longer work.. What changed?

      (The button you see in the screenshot is connected to a command block which teleports the player to a central base in the map)

      What I expected to happen was...:
      To be able to stop on an inactive powered rail and press "W" to continue down the track

      What actually happened was...:
      I stop on the inactive powered rail.. I press "W" to continue down the track and my cart won't move forward

      Steps to Reproduce:
      1. Pull up to a stop on an inactive powered rail

      2. Press "W" to proceed down the track
