If snow carpet falls (natural snowfall) or is placed near blocks that are not full blocks like glass panes or upturned stairs. Then the snow will spread to those blocks.

The attached photo shows snow spreading to blocks where it is not located. To do this I placed a snow carpet on the red areas I have highlighted. And nowhere else on the copper blocks.
