After backing up and restoring a world, I lose XP and gain a Bottle o' Enchanting every time I right click to place a block, open a container, or interact with anything in the world. Enchanting table UI immediately closes, so the enchanting table is unusable.

What I expected to happen was...:
XP should remain the same; no Bottle o' Enchanting should be gained.

What actually happened was...:
XP lost; Bottle o' Enchanting added to inventory.

Steps to Reproduce:
1. Create a survival world in 1.16 and turn keepInventory gamerule on. Also gain several levels of XP.
2. Upgrade the world to 1.17 and then 1.18.
3. Backup the world.
4. Delete the world.
5. Restore the world from the backup.
6. Open the world.
7. Right click to place a block, open a container, open/close a door, etc.
