      Placing powder snow on a flaming arrow extinguish the arrow without consuming the powder snow

      How to reproduce:

      1. Fire a flaming arrow on the ground

      2. Put down a block of powder snow on the same place

       

      Expected Behavior:

      The powder snow disappears instantly and the fire goes out

       

      Observed Behavior:

      The fire goes out but the powder snow doesn't disappear
