Server lighting gets set to 0 in lit areas

      The Bug
      On a 1.18 survival server, upon reconnecting, all of the torches that I had placed emitted no light. I thought this was just a lighting bug, but all the block light levels were actually set to 0. A completely lit field was spawning skeletons during the day because the torches set all the light levels to 0. After placing a new torch or breaking it, the lighting goes back to normal.

      How to Reproduce
      Start up a 1.18 server, place torches, and wait for a bit. Then, disconnect and reconnect.

      Expected Behavior
      Torches emit light.

      Observed Behavior
      Torches not emitting light, and actively emitting clouds of 0 light level.
