I loaded up a 1.18 world and to my surprise there was an ocelot that spawned on top of a tree (pictured below). The coordinates are also shown in the screenshot as well as the seed. Edit: after flying around more i found two more ocelots in trees and none on the ground which makes me believe they can only spawn on leaves.
