Glow squid spawn on top of mineshaft path when it has water below

What I expected to happen was...:
Spawn in the water

What actually happened was...:
Spawned on top of the mineshaft path that was generated between two cliff

Steps to Reproduce:
Generate a 1.18 World.
Find a mineshaft with water
Pray for it to happen again.
