Zombie Cant Reach Villager/Not Attacking

      When building the traditional style of villager to zombie villager converter, the zombie cant reach the villager even from 1 block below.

       

      I have noticed that when I place the zombie inside of a minecart, it seems to be able to "reach" the villager.
