Random flower patches in plains and savanna biomes have diffrent flower types instead of one flower type in each patch (like in version 1.17.1).

How to reproduce:

1. Create a new world in version 21w44a (default world type)

2. Locate a plains or savanna biome

3. Find a flower patch

Observed result:

A single flower patch has multiple flower types

Expected result:

A single flower patch has one type of flower, like in version 1.17.1
