Not sure when this began, the last two snapshots though struck me as odd, so I looked deeper.

In Ocean Ruins and Strongholds, the chests do not face based on the layout of the structure, they are all facing the same way across all the structures, all face North.

I used as the seed: 21w44a and then located the nearest ocean ruin (snapshot below) and then located stronghold (snapshot below) and you can review that all chests in both structures are facing north.
