Summary:
Unlike the bedrock version of hoodoos in the eroded badlands, biomes are rarely generated and, if generated, are generated small. In some biomes, eroded badlands hoodoos are barely generated at all. Bedrock versions of hoodoos fill the entire biome and are very tall.

Steps to reproduce:
- Create a world with the specified seed.
- Visit the coordinates above.
- Compare the terrain generation with the bedrock version.
Observed results:
Hoodoos in java versions are either not generated, or they are generated but small and very rare. The bedrock version of hoodoos are tall and the biome of eroded badlands is almost completely filled with them.
Expected results:
High hoodoos will be generated in the eroded badlands biome (as in the bedrock version).
