Players with Netherite Armor have randomized knockback, but mobs don't, is that intentional?

Players with Netherite Armor have randomized knockback, where people sometimes get absolutely no knockback, but when it comes to mobs, they always have 100% knockback even with full netherite armor. The knockback resistance works, not the randomized knockback. Is that intentional?
