The Bug:

Water doesn't flow when cobwebs generate next to it in zombie villages.

Here is an example:

Seed: -189957375475393022
Coordinates: /execute in minecraft:overworld run tp @s 2817.64 64.00 2340.22 301.12 24.55

Steps to Reproduce:

1. Generate a world with the seed provided above and teleport to the given coordinates.
2. Look closely at the cobweb and the nearby water.
3. Take note as to whether or not water doesn't flow when cobwebs generate next to it in zombie villages.

Observed Behavior:

Water doesn't flow when cobwebs generate next to it.

Expected Behavior:

Water would flow when cobwebs generate next to it, or the cobwebs themselves wouldn't be able to generate near water.
