The Bug:

The white and red highlights from recipe book previews render above potion tooltips.

This issue didn't occur in 1.17.1 since potion UIs didn't display only their icons when the game window was small enough.

Steps to Reproduce:

1. Switch into survival mode and give yourself some potion effects by using the command provided below.

   /effect give @s minecraft:hero_of_the_village 999999 0 false

   /effect give @s minecraft:water_breathing 999999 0 false

2. Open your inventory and resize your game window until the potions UIs only display their icons.
3. Click on the recipe book and click on any recipe that you have insufficient ingredients to craft.
4. Close the recipe book and hold your mouse cursor over either of the potion UI icons in order to display their tooltips.
5. Take note as to whether or not the white and red highlights from recipe book previews render above potion tooltips.

Observed Behavior:

The white and red highlights from recipe book previews render above potion tooltips.

Expected Behavior:

The white and red highlights from recipe book previews would not render above potion tooltips.
