I have noticed in most snapshots for 1.18 that any pillager outpost I find will not spawn pillagers. I have tried different gamemodes, different difficulties, and leaving the chunks and coming back to see if I can get them to spawn. As nice as it is to be able to claim one as home, I doubt this is an intentional feature. I haven't seen any other reports of this
