Worlds of only nether biomes generated with grass.

Steps to Reproduce:

• Install the attached json file.
• Create a world.

Observed Behavior:

The whole world is generated with grass blocks.

Expected Behavior:

The entire world shouldn't generate with grass blocks and should generate with blocks from each nether biome.
