I was playing around in a world and flew by a village, I then found some seeds that generated on dirt paths.
This also sometimes happens with grass itself, I don't have a screenshot of that but it is in the same village as the seeds on dirt paths.

To recreate this you need to start up Minecraft 21w42a and generate a new world with the seed 8533925798260996496, then at coordinates 32, 72, -271 you can find seeds growing on dirt paths and grass generating on farmland
